What tenants and managers can safely report
Begin with a dated account of the symptom: the exact room, fixture or visible pipe, whether water is continuous or intermittent, and what changes when a tap, appliance or heating control is used. If the report came through a tenant, preserve their wording and distinguish it from the landlord's interpretation. Note visible staining, loss of supply, unusual noise or a fixture that cannot be used, but do not present a hidden-source theory as fact. A clear observation record helps separate leak, waste, supply, bathroom, kitchen and heating-pipework routes.
